Crisis seeks a learning partner for our journey to becoming a housing provider

Crisis is looking to appoint a skilled and experienced learning partner to facilitate test and learn, and provide evaluation consultation, on our journey to becoming a housing provider.

We can’t end homelessness without homes. Our new 10-year strategy set the ambition to tackle the need for affordable housing, and we’re committed to providing homes for our members for the first time in our 60-year history. Over 10 years we’ll provide 1000+ homes that meet our 4 tests of a home: safe, affordable, accessible and settled. Over the first three years, we’ll deliver the first phase of this new work - 100 homes in London and Newcastle.

This is a unique journey for Crisis, and we are planning to gather insights that can be used both internally and externally, as well as integrating reflections and evidence back into delivery. We are tendering for a learning partner to support our own internal plans for this, facilitate test and learn and provide advisory input on the development of an impact evaluation. This work would run for a period of two years from July 2026 – July 2028.

We invite you to register your interest in tendering and submit any questions by 8 May 2026. The final deadline for proposals is 22 May 2026. Proposals and enquiries should be submitted to Alice Dore, Research and Evaluation Manager at alice.dore@crisis.org.uk
